EUFOR to Allow Bosnia Control over Arms Movements

Sarajevo _ The commander of the EU-led EUFOR peacekeeping force in Bosnia has said agreement may soon be reached on handing control over the movement of military equipment to the local authorities. Read-Admiral Hans-Jochen Witthauer’s announcement came after a meeting on Wednesday with Stanislav Cadjo, Minister of the Interior of Bosnia and Herzegovina’s, BiH, Serb entity, Republika Srpska.

Until now control over weapons has been in the hands of international peacekeepers, deployed after the Dayton peace accords of 1995. “We have commenced the process of handing over authority earlier this year by transferring the control of air space to the appropriate BiH bodies. Several days ago we transferred authority for the process of mine clearance to the BiH armed forces; and one more step in this process is to hand over control over the movement of weapons and military equipment within the country”, Witthauer said.

EUFOR’s commander said there were no major problems in the BiH Army taking full control over the movement of the military equipment. However, aspects of civilian control are somewhat more complicated, he added. A state-level working group has been established to draft a law on civilian control of the movement of military equipment.
