Opposition party wins legislative by-election in Gabon

The opposition party, Union of Gabonese People (UPG), has won the legislative by-election held Sunday for the first seat of the 5th municipality of Libreville, the Gabonese capital. This brings to seven the number of UPG MPs in parliament.

Claudio Ndembi Nzinga whose electoral victory in December 2006 was declared void by the Constitutional Court for “irregularities” finally defeated his three other challengers. The UPG candidate won with 35.79 percent of votes compared with 25.51 percent for Julien Florent Ozouaki of the opposition Gabonese Union for Democracy and Development (UGDD), 21.21 percent for Claudine Dombi Loudi of the ruling Gabonese Democratic Party (PDG).

The polls were however marked by a record abstention rate as 94 percent of the 20,000 voters registered boycotted the elections. This is the third time that voters have been called to cast their ballot in this district. After the Constitutional Court declared void the results of the December 2006 parliamentary polls, a first by-election was organised in June in the district. The victory of the PDG candidate had been invalidated by the Constitutional Court because of judicial proceedings undertaken against the elected representative. Thanks to this new victory, the opposition has now 17 MPs against 103 for the presidential side that has the majority in the 120-seat parliament.
