Seventh Africa Governance Forum (AGFVII), convened by the Regional Bureau for Africa of the United Nations Development Programme (UNDP) will open here on 25 October, bringing together representatives from about 30 African countries to discuss key challenges facing them in capacity development for social, economic and political development. President Blaise Campaore of Burkina Faso will open the Forum and Paul Kagame President of Rwanda will attend.

With the theme “Building the Capable State in Africa”, the Forum will draw representatives from governments, civil society organizations, the private sector, the media and Africa’s development partners, to explore how countries in the continent can tackle key impediments to capacity development and learn from each other’s successes. “The choice of this theme is timely. There is consensus that lack of effective state capacity in Africa has been a major factor constraining development effectiveness. The ability of the state to manage rests on the capacity of its institutions and people,” said Gilbert Houngbo, Director of UNDP’s Regional Bureau for Africa. “Weak capacity compromises the ability of African governments to deliver services and undertake public sector management and regulatory functions. Inefficient institutions hamper entrepreneurship and economic growth. The challenge now is to empower the African state to lead and manage its own development.”

The Forum is the culmination of several months of broad-based national consultations in participating countries with involvement by key stakeholders who had the opportunity to deliberate on selected capacity development themes and prepared country reports to be shared during the Forum. This year’s Forum is expected to strengthen cooperation and partnerships among African governments, civil society organizations and international organizations and donors to encourage concrete programs of action to develop capacity for effective governance and facilitate the mobilization of resources for specific national programmes.
