Bordallo: Enhance partnership

Guam Delegate Madeleine Bordallo emphasized in her third annual report to the island last night that Guam should secure a commitment from the federal government to ensure funding for the military buildup, even after President Bush completes his term. That can be achieved by seeking a memorandum of understanding between the government of Guam and the federal government, Bordallo said.

Gov. Felix Camacho said having an MOU is one of the avenues to ensure federal funding commitment. The funding commitment "should transcend" administrations in the White House, the governor said. Bordallo said it's time for the partnership between the government of Guam and the federal government to be enhanced.

She also called for more cooperation between local and federal officials to ensure infrastructure needs outside of the military bases are addressed at the federal level. "This means making joint efforts to identify critical gaps in infrastructure, including roads, water, wastewater, solid waste and power requirements," she said. The military buildup will undoubtedly be the biggest challenge for the island community, she said.
